NEWARK, N.J. (AP) — A former U.S. Army major and his wife accused of routinely beating their young foster children and denying them food and water as punishment have been sentenced for a fourth time. Carolyn Jackson was ordered Monday to serve nearly 12 years in prison, while her husband, John, was sentenced to 9 years. The terms were imposed by U.S. District Judge Susan Wigenton, who was assigned to the case in April after a federal appeals court found U.S. District Judge Katharine Hayden — who had handled the previous three sentencings — failed to follow its directions to consider the children’s multiple injuries “holistically and in the context of the jury’s findings of guilt” in determining causation.Federal prosecutors had appealed each of the sentences imposed by Hayden, arguing they were too lenient. A fast-moving wildlife fueled by Santa Ana winds in Riverside County grew to 2,200 acres by Tuesday morning with no containment, officials said.The Highland Fire has already consumed three structures, damaged another six and prompted the evacuation of some 4,000 residents in the area since Monday afternoon.The fire began at Highlands and Aguanga Ranchos roads in the small town of Aguanga, was first reported at around 12:30 p.m. Monday and rapidly expanded in the hot and dry desert winds.“The problem here is not only the wind, but also very low relative humidity, which does not give good recovery times for fuels. A bicyclist died after being struck by a car and dragged down the street in the San Fernando Valley late Monday night, and now the search is on for the driver. According to the Los Angeles Police Department, the collision took place around 11:40 p.m. as both the driver and the cyclist were traveling southbound on Van Nuys Boulevard near Burbank Boulevard. The driver struck the bicyclist somewhere in the vicinity of the intersection of Van Nuys and Burbank, police said, and the victim became lodged underneath the vehicle.
