4 takeaways from Chicago Bulls’ 109-95 loss, including losing the offensive boards and a high-scoring game from Max Strus After weeks of an upward trajectory, the Chicago Bulls stumbled on a low-energy night as they dropped a 109-95 loss to the Cleveland Cavaliers on Saturday. The Cavaliers were missing the majority of their starters due to injury, but the size of their secondary rotation was enough to disrupt the Bulls and snap a three-game win streak. Despite the loss, the Bulls still sit 10th overall in the Eastern Conference — a small but important step up in the standings. Here are four takeaways from the game.1. The unit you’re renting has been deemed ‘illegal.’ Now what? If a rental unit in Ontario is found to be “illegal” in some way, tenants could face eviction – but they still have rights and proper procedures must be followed. What makes a unit “illegal”?Kevin Laforest from Scarborough Community Legal Services says a unit can be deemed illegal if it fails to meet certain city or fire code standards.“The two common things that we’ll see is either the fire department has come in to do an inspection and found concerns with respect to the fire code – could be that there aren’t proper egresses in and out of a unit, especially for basement units. It could be that the fire systems are not up to code. Or the city has actually come in and said that part of the unit was built without proper permits and therefore it has to be reverted back to its original state,” he says. The city or fire department will then issue the landlord an order detailing the infractions and the work required to rectify the issues...

Real World Economics: St. Paul’s medical debt plan makes sense, despite the tradeoffs Edward LottermanAt times issues that are minor and short-term in themselves can illuminate broader tradeoffs or principles. That is true for the mayor and city council of St. Paul choosing to spend $1.1 million to wipe out city residents’ unpaid debt to medical providers worth a nominal value of over $100 million. This will benefit some 43,000 city residents, improving their credit and thus their access to modern payment systems and to needed services. It is proposed as a one-time deal that is purported to not burden city taxpayers.
